Scientists urged to take up technology oriented solutions to region-specific problems

ITANAGAR, Mar 11: The Governor of Arunachal Pradesh General (Retd) J J Singh inaugurated the three-day North-Eastern Regional Science Congress at National Institute of Technology (NIT), Yupia today.

Speaking on the occasion, the Governor said that India has always been in the forefront of scientific society. Innovation and original thinking has always been the strength of India. Encouraging the young scientists to strive for origin and path breaking ideas, the Governor said that they are pioneers who will determine the destiny of the state and the North-East region.  

The Governor appealed to the scientists to take up the challenges and find ways and means to utilize the natural resources effectively and suggest technology oriented solutions to region-specific problems, while stating that North-east region is known for heavy rain and mighty rivers but also for floods and scarcity of water. Landslides and flashfloods are frequent and cause huge loss of lives and properties.

The Governor suggested on the part of the Government, it needs to establish world class infrastructure for research and development for gaining global leadership in some select frontier areas of science. Linking contri-butions of scientific research with the inclusive economic growth agenda is the need of the hour. In addition to it, he emphasized on the need for creating a system which promotes and encourages innovation.

In his address, Dr. Gangan Pratap, Chairperson, Board of Governors, National Institute of Technology, Arunachal Pradesh said that there is no future without science. It is the science which will save the people from destruction, help in the progress and help to clean the mess.

Chairperson, Board of Governors, National Institute of Technology, Arunachal Pradesh urged upon the young scientists to hold up the scientific spirit of the country, which is slowly diminishing. He added that it is duty of institutions like NIT to help the country to climb up the ladder.  

In her address, Dr. (Mrs.) Vijay Laxmi Saxena, General Secretary, (Scientific Activities), Indian Science Congress Association, Kolkata reminded the participants of the glorious scientific past of India.

Dr. Manoj Kumar Chakrabarti, General Secretary (Membership Activities) Indian Science Congress Association, Kolkata highlighted on the activities and achievements of Indian Science Congress Association.

Earlier in his welcome address, Prof. Dr. C.T. Bhunia, Director, NIT, Arunachal Pradesh spoke in length about the regional science congress. He informed that large numbers of distinguished scientists and academicians are participating in the three-day event. Dr. Pinaki Chakraborty, Conference Convenor, NIT Arunachal Pradesh also spoke on the inaugural session.  

An international journal on current science and technology and proceedings of science congress was released on the occasion.

Later the Governor unveiled a plaque of newly installed laboratories and visited the campus. (PRO to Governor)

 

 

Trans-Arunachal highway project facing uphill task

ITANAGAR, Mar 11: After PMGSY fiasco, it seems the ambitious trans-Arunachal highway project is going to face major hurdle in the days to come. The project which is being implemented under PM package aims to connect all the major district headquarters of state. The Pasighat to Pangin stretch of Trans-Arunachal highway being executed by Hyderabad based SRK Company is facing lot of flak for the slow progress of work.

The people of Pangin lead by ZPM Taben Jamoh, Pangin Anchal Block claimed that SRK has not carried out any work at the site and they are also withdrawing their machinery from the area. The Panchayat leader further claimed that not even 10% of work has been completed by the executing agency in the last 2 years and it is a serious breach of the MoU.

“Since the beginning, public in large have been extending whole hearted support to the company in wants of good road communications in the area. But the Department of Highway and the SRK Co. Pvt Ltd are playing with the sentiment of public and keeping the construction works in abeyance for no reason whatsoever. They should have speed up the work in dry winter season but we did not witness any work in the said stretch in the last few months,” stated ZPM in a release.

It is pertinent to mention that due to the irregular cutting of road and subsequent abandonment of the work sites, numerous fatal accidents are taking place in the said stretch of road, the release added. “In the recent past due to the negligence of the SRK Company and the Department of Highways, a whole Tamut family from West Siang district ran into the death trap of the unevenly engraved portion of road and three of the family lost their life and rest members got grievous injuries who are still admitted at hospital in fragile state. Unless the road is completed immediately, such fatal accidents may again take place,” the Panchayat leader stated.

 There are growing concerns over extremely slow pace of work in the Hoj-Potin section of Trans-Arunachal highway too. Even though two years have passed off, the project is not even 50% completed. According to the sources the executing agency SRK faced serious local problem in both Hoj-Potin and Pasighat-Boleng section of stretches. The SRK could not address the local problems which lead to the delay in project.

When contacted chief engineer highway Bora Ete informed over telephone that he will look into the matter and find out the reason over why there is no work activity at the site. “The SRK invested huge amount of money for buying equipment for the Trans-Arunachal highway project. Despite their best effort the company could not survive in the hostile atmosphere and therefore work has been sublet to TK Engineering. Ever since they took over the company is doing quite well in four lanes Hollongi to Itanagar highway project and we are hopeful that they will construct very good highway in the days to come that include Pasighat-Boleng stretch. We need to have patient in this regard,” said Bora Ete.

Quite often people blame government and executing agency for the wrong things attached to the incomplete projects but citizen should also look into themselves and question whether did they ever play spoilsport in the path of development.

 

 

Commonwealth Day celebrated

ITANAGAR, Mar 11: Arunachal Pradesh Governor General (Retd) J J Singh graced the Commonwealth Day celebration as chief guest at Nokmey Namati Hall, Arunachal Pradesh Legislative Assembly, Naharlagun today.

Speaker Wanglin Lowangdong, Cabinet ministers, Deputy Speaker, Parliamentary Secretaries, members of State Legislative Assembly, senior officers of the State Legislative Assembly and the State Administration, resource persons, guests, invitees and students were present on the occasion.

Speaking on the occasion, the Governor said that the formal objectives of the Commonwealth include promotion of democracy, good governance, and human rights. The Governor expressed his hope that this will provide an opportunity to promote understanding on global issues and international co-operation, and provide impetus to the work of the Common-wealth's organizations, which aim to improve the lives of all its citizens.

Commending that a youth parliament was organized on the occasion, the Governor said that the mock parliaments test the political acumen of the student’s ability to express ideas and views coherently and forcefully and also learn the intricacies of debate and dialogue. He added that the initiative will definitely facilitate in active future participation of the youth in parliamentary democracy practices.

Sharing his view on redefining democracy, a seminar conducted on the occasion, the Governor said that the evolution of a successful of democracy always needs rethinking and reorientation keeping in view the changing dimensions of human society. He further added that the Indian society is a dynamic and progressive society which has adopted continuous structural adjustments in its social dynamics as per the demands of the people.

The Governor appealed to the elected members of the State Assembly to ensure that there is a balanced growth and the best interests of the people of State are served. He asked them to ensure that compassion is shown towards sections of society, including economic empowerment of women. The Governor stressed that it is the responsibility of each of the members to rise to the expectations of the people.

Speaking on the occasion, Speaker of Arunachal Pradesh State Legislative Assembly Wanglin Lowangdong said that the nature of commonwealth is not political, but it is an inter-Governmental institutional structure initially for promoting democracy and development amongst other specific goals like human rights, good governance, and rule of law, individual liberties, free trade, egalitarianism, multilateralism, and world peace.

Lowangdong informed that greatest achievement of the Commonwealth is the official eradication of apartheid and the dismantlement of the apartheid regime in South Africa.

Deputy Speaker Jomde Kena also spoke on the occasion.

The Governor launched the redesigned Assembly website on the occasion. He also gave away the participant certificates to the participants of the mock parliament.

A parliamentary seminar ‘Redefining Democracy Today’ conducted with Prof. Pura Tado of Rajiv Gandhi University, Asst Prof. Agin Taboh of Dera Natung Government College, Itanagar and Advocate Tajing Pangkeng taking part in it.

After the British Empire came to an end, eight states-Australia, Canada, India, New Zealand, Pakistan, South Africa, Sri Lanka, and the United Kingdom adopted the 1949 London Declaration. This established, that all members were free, independent, and equal to one another, and that they recognized King George VI as the symbolic head of their association, known as the Commonwealth of Nations. Several dozen countries have joined since. Typically, joiners have a historical connection to Britain, but in 1995, Mozambique, which was not a part of the British Empire, became a member. Participation in the Commonwealth is completely voluntary - any nation could opt out at any time. Members are supposed to commit themselves to the group's ideals, but they don't have any contractual obligations as it is seen among the members of the United Nations.

As a member of Commonwealth, India is also a member of Commonwealth Parliamentary Association (CPA). CPA is an Association of Commonwealth Parliamentarians, who irrespective of race, religion, or culture are united by community of interest and pursue the adoption of positive ideals of parliamentary democracy.

The Arunachal Pradesh Legislative Assembly passed a resolution on the floor of the house on 25th September 1987 for becoming a member of the Commonwealth Parliamentary Association. Consequently, Arunachal Pradesh Legislative Assembly was admitted as a member of the CPA in January 1988 and has been actively participating in Commonwealth activities. It hosted the 13th annual conference of North East Regional Commonwealth Parliamentary Association in 2011. (PRO to Governor)

 

 

New NESO  team vows to continue the struggle

ITANAGAR, Mar 11: The swearing in ceremony of newly elected central executive members of northeast student’s organization (NESO) was held at Hotel Prag continental, Guwahati on 8th of this month. The new chairman Samuel Jyerwa from Meghalaya and Secretary General from Manipur along with all the executive members were sworn in.

From Arunachal Pradesh Tujum Poyom and Pritam Sonam were also swear in as Organizing Secretary and Coordinator NESO respectively. The oath of administration was administered by its outgoing Adviser Artex Shimrey from Nagaland. After completion of formalities of swearing in ceremony, it was followed by central consultative meeting of NESO with all of its constituents’ member organization from Northeast States. Biru Nasi General Secretary AAPSU while taking part in the discussion highlighted the various burning problems of the state like refugee issue, boundary problem, staple visa issue and recent termination of three tribal additional Session Judge by Guwahati High Court. During the consultative meeting, the house unanimously adopted a resolution to continue its earlier 8 points charter of demands of NESO and also to continue its movement.

The NESO has declared sit in Peaceful Dharna at its respective Raj Bhawan of North East States on 25th March. It will be followed by DELHI CHALLO Movement in the first week of April to apprise the central government of various burning issues of region. The important demand which is part of 8 point charter of demand of NESO are repeal of imperative legislation, expedite the ongoing peace process with various rebel group of region and early negotiated settlement, check the infiltration of illegal migrants, special constitution status and separate time zone for north east region along with employments policy for northeast region.  

 

 

Trainers training prog

ITANAGAR, Mar 11: For effective and meaningful implementation of Chief Minister’s Mission Mode Projects, particularly the projects related to rubber and tea cultivation,  the Department of trade and commerce has embarked upon preparation for systematic implementation of the projects from the current financial year.

As a kick off for implementation of Mission Mode Project under Chief Minister’s Plantation Crop during the current financial year-2012-13, a weeklong training programme for “Trainers’ Training” on systematic scientific cultivation on rubber has been conducted at Guwahati  from March 4 -8.

The training was conducted by Rubber Board of India at the behest of the Department of Trade and Commerce, Govt, of Arunachal Pradesh for successful implementation of rubber schemes in the state and also to give further training to the prospective rubbers growers in their respective districts.

A 20 member team of officers led by S. Modi, Deputy Director, Trade & Commerce with Toko Togur, Asstt Director, Trade & Commerce and Tapik Bui, DAO, Papum Pare and another 17 Agriculture Development Officers from all the rubber scheme implementing 9 districts -- East Kameng, Papum Pare, West Siang, East Siang, Lower Dibang Valley, Lohit, Changlang, Tirap and Longding have attended the training successfully.

M.N. Gopinath, Addl. Rubber Production Commissioner, Sunny Varghese, Jt. Rubber Production Commissioner, Dr. Dhurjati Chaudhury, Project Co-ordinator, P.C. Goswami, Dy Rubber Production Commissioner, P.V. Claramma, Dy. Rubber Production Commissioner, Dr. G.C. Mondal, Plant Pathologist, Dr. Mrinal Chaudhury, Scientist B, Dr. Gitali Das, Dy Dir. P.K. Goswami, Manager, Manimalayar Rubber Ltd, Prasantha Barua, Asstt Development Officer and Mridul Chaudhury, Field Officer were the Resource Persons during the training.

During the 5-day hectic training, the officers were given detail training on systematic scientific cultivation of rubber like: Agro climatic requirement for rubber cultivation; Methods of propagation, planting materials and character of different clones; Nursery establishment, preparation of polybag plants, pre-planting operations and planting techniques; Clearing, linings, pitting, refilling and planting; Upkeep of plants in mature and immature stages; Soil & water conservation, weed management, cover crop and intercrop; Fertilizer recommendations for rubber; Diseases and their management; Pest & bee keeping; Tapping & its implements, marking, process of scientific tapping; Collection of latex, processing into sheets, smoke house; Rubber Producers’ Societies, Rubber Board’s initiatives for marketing of rubber, Board’s website and Rubber Board’s schemes implemented in the North East.

During their field visit in Board’s rubber nursery at Boko in Kamrup district and Darrangiri in Goalpara district, the officers were given practical demonstration on rubber nursery, tapping and sheet processing. They have also interacted with various small growers of that area. At Rubber Research Training Centre (RRTC), Hahara in Kamrup district, the officers were given practical demonstration on pre-planting operations, planting techniques and upkeep of plants.

Tokong Pertin, Director of Trade & Commerce, Govt, of Arunachal Pradesh further informed that there are other programmes in the line designed by the Department for the progressive tea and rubber farmers. A team of progressive rubber farmers from Arunachal Pradesh are leaving for one week exposure trip to Kottayam on March 13  to gain first hand information on rubber cultivation. Also, 20 members’ small and marginal tea farmers will shortly proceed to Darjeeling and other organic tea growing areas of North Eastern States to get first hand knowledge on organic tea farming and its process.

Team of progressive tea farmers are also expected to leave for undergoing one months’ training at world’s renowned Experimental Station at Tea Research Association, Tocklai, Jorhat, Assam and another batch of officers drawn from the Department of Trade & Commerce and the Agriculture Department shall be trained at TRA, Tocklai in the month of April. With this systematic planning, it is hoped that tea and rubber farmers of our State will get maximum benefit out of these programmes.

 

 

Proposed DMP public hearing makes no sense

ITANAGAR, Mar 11: The members of Kera - an Initiative for Cultural and Ecological Security (KICES) has written to chairman public hearing committee, Dibang multipurpose project placing before them serious concerns regarding the EIA of the DMP (3000MW).

The Project Affected Persons (PAPs) have been restricted only to those people whose land is being directly acquired due to various project components. What about the PAPs whose rights over lands (including restricted-land use) will be affected due to provisions such as Green Belt Development, Catchment Area Treatment (CAT) and Compensatory affore-stration they questioned. Even if these lands are not being directly acquired, people’s ability to use these lands freely is affected, they added. It is important to note that in the case of the 2700 MW Siang Lower project the MoEF had prescribed a Terms of Reference (ToR) for EIA which was as follows: “"Impacts of Catchment Area Treatment (CAT) and Compensatory Afforestation (CA) on existing resource use and rights of local communities, particularly in light of determination of rights under the Scheduled Tribes and other forest dwellers (Recognition of Forest Rights) Act, 2006."

However, this ToR has not been prescribed for the 3000 MW Dibang Multipurpose project, KICES claimed. Further they added, “As the indigenous people of the Dibang Valley, we are surprised that no cumulative impact assessment of the 17 large hydroelectric projects and ancillary activities proposed in the Dibang valley has been asked for by EAC/MoEF until now even though several projects in the Dibang Valley have been considered for Scoping so far. River basin studies have been made mandatory for other major river basins such as Lohit, Siang, Subansiri etc. in Arunachal Pradesh but not for the Dibang river basin.”

It is surprising that the EAC/MoEF have ignored this issue, despite it being an important part of the Form 1 appraised by the EAC/MoEF at the time of examining the project at Scoping stage during which Terms of Reference (ToR) for EIA studies are granted.

Section 9.4 of the Form 1 of the EIA notification requires information related to the following to be filled by the project proponent: "9.4 Have cumulative effects due to proximity to other existing or planned projects with similar effects"

It is shocking that NHPC has filled the answer to this question as “No” when it submitted Form 1.   This clearly amounts to deliberate concealment of information as around 17 hydropower projects are planned in the Dibang river basin. Neither did the EAC/MoEF verify the facts before prescribing ToR after supposed careful examination of the application in Form 1, the KICES added. It is absolutely important that a comprehensive cumulative impact assessment study is prescribed for the impacts of multiple hydropower projects and their ancillary activities at the earliest.

 

 

DRDA employees call off stir

ITANAGAR,  Mar 11: The All India DRDA Staff Welfare Association, Arunachal Pradesh unit, has decided to temporarily call off it’s on-going 5 days pen/tool down strike after the Chief Minister office (CMO)  has cleared “our file to place for  the  cabinet approval.”

However, the Association is determined to proceed for the democratic movement if the state government fails to meet up its  grievances.

Meanwhile, the Association directs the district units of the DRDA Association to resume their normal duty from March 12 onward for the public interest till further instruction.

Earlier today, joining the state-wide five days mass pen/tool down strike declared by state Unit of All India DRDA Staff Welfare Association, the DRDA staff of various districts of the state today observed first phase of pen/tool down strike today in favour of its  four-point charter of demands.

The charter of demands of the association includes immediate absorption of DRDA employees of Arunachal Pradesh into State Government, Create mechanism for regular salary for DRDA employees of Arunachal Pradesh, enhancement of fund under DRDA Admin for compulsory gap – management as per DRDA guidelines para-III( 3:3) and timely release of State matching share.

The DRDA employees of  Tirap, Lower Subansiri, Kurung Kumey, Tawang, Changlang, Upper Siang, West Kameng, East Kameng, Dibang Valley districts under the banner of All Arunachal Pradesh DRDA Employees Welfare Association launched it five days pen down/tool down strike in favour of its charter of demands.

Meanwhile, the DRDA staff of Lohit district have submitted a representation to Rural Development secretary of the state through Deputy Commissioner-cum-Chief Executive Officer, DRDA, Lohit District fulfil its four-point charter of demands.  The DRDA employees are facing acute financial hardship due to non-release of salaries on time for last six months, the  representation said. It regretted that despite repeated direction from MoRD, Govt, of India,  the state Govt fails  to absorb the DRDA staff in line department.

 

 

Discussion on the Union Budget - 2013-14 held at RGU

ITANAGAR, Mar 11: The Department of Economics, Rajiv Gandhi University had a one day discussion on the Union Budget 2013-14 at Rajiv Gandhi University today. It was attended by the Vice Chancellor of RGU Prof. Tamo Mibang, Deans, Heads, faculty members, research scholars and students from various departments of the University.

The Head of the department of Economics Dr. Vandana Upadhyay welcomed the guests and provided a brief outline of the budget and its importance to the different section of people in the society.

Speaking on the occasion, Prof N C Roy highlighted the sources of revenue and heads of expenditure and talked about the seriousness of the problem posed by the continuing revenue deficit. A legal framework was erected through the enactment of fiscal responsibilities and budget management in 2003, which required the Government of India to create a fiscal condition enabling it to reduce the revenue deficit by 2009 to zero.  But the Government could not manage to achieve it.

Prof S. K. Nayak dealt in detail with the problems of deficit financing in a semi-open economy of India. He described in a very vivid manner how the foreign direct investment was coming to India to be used as the boost of the economy.  

Dr. M. Lama discussed the different types of tax and how the taxes were insufficient to meet the spending needs of the Government.

Lastly Prof Amitava Mitra summarized the whole discussion and highlighted the implication of the budget for North East states. He talked about how North East Council is channelizing the central funds to the different states in North eastern region.

The presentation led to lively discussion and participation of the students, research scholars and faculty members from various departments of the University.

 

 

Strategy to generate employment target

TEZU, Mar 11: A meeting on employment generation following the Chief Minister’s ambitious plan to provide one lakh employment opportunities to the unemployed youth of the state during the 12th five year plan was held in the conference hall of D.C office, Tezu today under the chairmanship of R.K Sharma, Deputy Commissioner, Lohit.

The DC while explaining the purpose of the meeting informed that the Govt. of A.P has constituted the Arunachal Pradesh Employment Generation Council under the chairmanship of Chief secretary of Arunachal Pradesh to generate employment opportunities so as to provide the proposed one lakh job including self employment in govt./PSU/Private sectors during the said five year plan period. He also informed that the govt. has assigned a target of 9000 employments to be generated and provided to the unemployed youths of Lohit district during the entire plan period and 2250 for the next financial year.

The meeting was attended by all the HODs and administrative officers of Lohit district.  Most of the HODs participated and spoke on the occasion in respect of their respective departments on employment generations scheme and opportunities including self employment schemes. The meeting resolved that every departments should render a quarterly and half yearly return on job vacancies including self employment to th D.C on or before 7th day of the following month for timely compilation and submission to chief secretary. The D.C also directed the departments  that are implementing central and state govt. schemes on employment generation to submit with the schemes, proposal of estimated minimum employment which would be generated if the schemes are implemented and after implementation of the schemes, the actual numbers of employment generated should be notified to him.

He also directed all HoDs to notify job vacancies to the employment exchange, Tezu and even after conducting recruitment and appointment done, the notification is compulsory which should be rendered by all. After hearing comments from various HODs, the DC suggested that a database be created in every department by collecting informations on unemployment from village authorities, youth leaders, institutions imparting training programme on entrepreneurship and skill development activities to extract suitable job seekers as per job requirements. He also suggested that institutions giving such training programme should direct the trainees to get registered in employment exchange so that govt. can assist them in identifying and providing job opportunities.

The ADC, Namsai, K.K Joshi, while participating on the discussion opined that Govt.’s blanket ban on creation of jobs and appointment in govt. depts. in one hand shall open a new vista if the ban is lifted as there shall be many job vacancies in future due to retirement and death etc.  The DC suggested the ADC Namsai to conduct a similar meeting with all HODs, PSU and private sector employers of Namsai subdivision. He also suggested the banking authorities to finance more and more individual schemes besides govt. schemes which can generate employment opportunities for the unemployed. DIPRO.

 

 

Maria Public School shines in the Global Front

GUWAHATI, Mar 11: A delegation of Maria’s Public School, Guwahati including six students and two teacher advisors participated in the Global Conference at UNIS-UN, New York  recently and returned on 18th March. An initiative, taken by Nellie Ahmed Tanweer, the Managing Trustee, to send students to UNIS, UN so that they interact and become global students. It has become an annual feature in the diary of the Marians since its first team visited in the year 2007.

An endeavour close to the heart of Nellie Ahmed Tanweer, this year the six students who had gone were Antareep Hazarika, Surya Prakash Medhi, Srijani Roy Chaudhury, Phameinao Shaiza and Filzah Belal, and the teacher advisors are Arnavi Chakraborty and Nandita Barua. The students had worked on a film entitled “Awakening” which was screened ‘second’ at the conference. They had also written a poem entitled “The Change”, which had also been selected on this global platform. Phameninao Shaiza had recited the poem in front of the international delegates and participants at the United Nations general assembly hall. The students had also prepared on a debate keeping “Youth quake” in mind, as that is the theme for this year’s conference. They had won accolades and honours at the conference, winning at the Poem and Short Film Competitions.

Not only students, Tanweer has never deterred from encouraging the faculty to excel. This year Alpana K. Phukan is going to London to attend the Graduation Ceremony to be held at the University London on May 16. She has received a diploma of Educational Studies for a course in Action Research from the college of Teachers, Bedford, London, and this was sponsored by the British Council as a reward for having received the Global Teacher Accreditation from the Council in collaboration with the Cambridge Education foundation.

Abhishek Mehendi a Commerce teacher at the Maria’s Public School left for Central Institute of Technology (CIT) Australia on 23rd of February to attend the Vocational Training programme organized by the CBSE Board. The aim of this programme is to initiate Skill Development in India.

Capital plunges into darkness

ITANAGAR,  Mar 11: Except some vital installations in the Capital Complex including hill top of CM’s bungalow,   the rest of the Capital plunges into darkness for almost  8 hours following an hour of rain this evening.

The most affected beings are the students who are writing the CBSE examination. Though the actual cause of power failure is yet to be ascertained, an observer said “it is very unfortunate that we are still depending on the mercy of nature  for  electricity and water supply when  the developmental  activities like  railway line and other major projects  in the state Capital are nearing completion.”

However, the  electricity was supplied after almost eight hours of darkness in the midnight.

 

161-member Arunachal team for NE Games

ITANAGAR, Mar 11: Arunachal Pradesh  has decided to send a strong contingent of 161 members including 17 officials to the XXVII North East Games-2013 to be held at Imphal, Manipur from April 8 to11 next. The State players will compete in events like athletics, boxing, judo, weightlifting, football, badminton, table tennis, wushu and taekwondo, according to an official release.

The release, meanwhile, said that the coaching camp for players picked for the regional sporting extravaganza has already started at Sangey Lhaden Sports Academy complex, Chimpu and SAI SAG Centre, Nahar-lagun.

In a separate release, the  department of Sports & Youth Affairs said that a 20-member football team including two officials from the State is leaving for Shillong on March 15 to participate in the ensuing Dr T Ao Memorial Football Tournament-2013 starting on March 18.

All eight North States are participating in the tournament which will continue till March 27. Arunachal will play its first game against host Meghalaya on March 18 followed by Assam on March 20 and Nagaland on March 22.

 

BJP calls for Panchayat polls as scheduled

ITANAGAR, Mar 11: The Bharatiya Janata Party (BJP) Arunachal Pradesh today advocated for holding of Panchayati Raj election 2013 as per scheduled  in the state in order to strengthen the grass root level democracy.

In its extended executive body meeting held its party headquarter here, the BJP  said “the party sees no reason to postpone/defer the Panchayati Raj elections. Any steps to postpone or defer Panchayat election in the pretext of poor fiscal situation will have disastrous effects and leads to deprivation of people’s participation in the decentralization of democracy which is not acceptable to the party, the BJP said.

The meeting presided over by BJP state president Tai Tagak also gave emphasis on strengthening the party organization at grass root level in time bound manner and reach out to the people at grass root level.

 

Army renovates Doji Suspension Bridge

AALO, Mar 11:  A damaged 50 meters suspension bridge was repaired,  renovated and inaugurated amidst huge fanfare here by Brigadier Ajai Verma, Commander of Army Garrison, Aalo and handed over to people of Doje.

The bridge was damaged last year due to incessant rains that had lashed the area thereby breaking the communication link of the village with other areas.

On request of the villagers, the Army authorities undertook the renovation works. All section of the people highly appreciated the dedicated service offered by the Army Garrison during the time of needs.  DIPRO

 

AMSU demands  for  indepdnent HM

ITANAGAR, Mar 11: Arunachal Minority Students Union today asked the state government to appoint home minister for tackling law and order problem in the state. In its representation to the chief minister union also urged the government to remove unauthorized use of red light flasher, saying that government had already specified the official vehicles for using red light flasher in notification dated back 14th June 2004.  Further it also urged the government to carry out eviction drive on illegal government land encroacher.

 

Federation submits  memos to CS

ITANAGAR, Mar 11:  In its representation to the chief secretary (CS) today Arunachal Students Federation asked the authority to stop issuing wine shop license to people so that crime in capital complex could be scaled down. It said due to heavy alcoholic addiction crime in capital is high.  Drawing authority attention towards inner line permit (ILP), Federation requested   authority to constitute procedure for ILP to check illegal immigrants. It of opined that railway route state capital is great threat to ILP, if authority failed to act timely.  Further it also demanded for cancellation of trading license issued to non-APST and give forest clearance for promotion of industry and hydropower. It also demanded for reduction of RTI Xerox copy fee from Rs 10 to 5 rupees.

 

‘Speed up drain construction works’

ITANAGAR, Mar 11: The All Arunachal Pradesh Anti Corruption Activist Association has called upon the concerned departments to intensify the road and drainage construction works within the Capital Complex. Lamenting the slow pace of works of the roads and drainage within the Itanagar Capital Complex, the AAPACAA stated that the works will be hampered with the start of rains and will be washed away.

 

Resurvey of proposed road sought

ITANAGAR, Mar 11:   Alleging that proposed road for Yoglu in Lower Subansiri to Yapav Geku (Kurung Kumey ) is going to be constructed from Yoglu to Pania out of some vested interest, Ziro-II Anti Corruption Youth Forum(ZAYF) today demanded the authority to resurvey the proposed road . In its letter addressed to the chief secretary Forum said that money should be properly utilized for proposed road so that people in the area could get benefits.

 

Make judicious use of water: PHED

PASIGHAT, Mar 11: Make judicious use of the available water and close water tap when not in use, appealed the PHED, Pasighat. The PHED sources today admitted that due to drying up of water sources, consumers at the tail end points of water pipe lines are not getting water rightly in and around the Pasighat township.

The department claimed that they are trying their best to distribute water through tankers (one departmental and another two from CHF and GREF) in the water scared colonies to mitigate the needs of the consumers but it may insufficient for the densely populated town like Pasighat. The release also said the PHED engineers are putting best efforts to bring normalcy developing the present system and appealed all the consumers to make judicious use of the available water and close water tap when not in use.

The department in a release further added that drilling/boaring at Lower Banskota area is already started. Estimate for Lift Water Supply System, planned for various places have already been submitted to government for approval and sanction.

Regarding water supply to the township from a perennial source namely “Sirpo” is under process as the Concept Paper and Detail Project Report (scheme) have also been submitted to the competent authority for necessary approval and sanction, sources added. DIPRO

 

UGC-sponsored coaching for civil service aspirants

PASIGHAT, Mar 11: The Coaching for Entry into Services Cell of JNC, Pasighat startet its first round of UGC sponsored coaching for Provincial/Civil services for the year 2013 on  March 10.

Speaking on the inaugural session, J N Colllege Principal T. Talom, motivated the aspirants to give their best to achieve the coveted goal in their life. He also advised them to get rid of short-cut method and encouraged them to have a comprehensive grip over the subjects before they go to write it out in the examination. Dr T.Taloh, the co-ordinator of the programme, speaking earlier, welcomed all the aspirants and the resource persons and promised the students all kinds of academic supports attached to this career. He sounded like a path-finder for all the aspirants seeking a positive go into it.

Dr J R Padhi, the co-ordinator, UGC, JNC, while addressing the audience, emphasized on the need of a penchant thirst on the part of the aspirants for success in this cherished career. Nearly fifty students have got themselves registered for this round of coaching that is expected to last for the next 20 days.

 

Tree plantation prog

ITANAGAR, Mar 11: The Environmental Protection Society (EPS) today organised the first  tree plantation programme for the year 2013. The Society members planted about 300 saplings of various varieties of pine and Fir trees within the Circuit house campus at Tawang.

Inaugurating the programme Tawang deputy commissioner Abhishek Dev encouraged the Society to carry more such plantation programme in  the district and he also assured  all possible  help from his side. Brigadier J S Raj Purohit, 190 Mtn Brigade Tawang also expressed his happiness over the role of the Society and assured help of the  Army in future. Among others, SP SN Mosobi, ITBP DC Surendhar Singh, and Tawang DFO participated in tree plantation programme. The programme was a grand success and  the EPS team vowed to carry  out more of such plantation drives in the district.

 

Training and Exhibition stall on International Women Day

ITANAGAR, Mar 11: The International Women Day was observed with a theme protection of women from domestic violence and  training programe cum exhibition stall on 7th to 8th March at Koloriang in Kurung Kumey district being jointly organized by department of Integrated Child Development Scheme and All Arunachal Pradesh Women Welfare Society.  In his address, deputy commissioner of district Rajeev Takuk called upon the people to shun violence against women and support them for their good cause. Various women self help group in the district participated at the training programe. During the training district horticulture officer H R Singh presented power point presentation on kitchen gardening, ginger farming, banana, cardamom and orange. The bank linkage part of self help group was also imparted by senior SBI accountant Remo Kamdak.

 

 

NCC ‘C’ certificate exam conductes at JNC

PASIGHAT, Mar 11: NCC "C" Certificate Exam was conducted successfully at J N College Pasighat on Sunday last, informed Lieutenant (Dr) K.K.Mishra, ANO NCC SD Coy, J N College Pasighat.

Dr. Mishra stated that NCC activities have been intensified at J N College and due to which 21 SD and 9 SW cadets could appear in this examination. To maintain the sanctity of the examination the DTE NCC NER Shillong has appointed Col M Rath, Group Commander, Group HQ Tezpur to supervise the examination and practical of the said certificate exam.

Tayek Talom, the Principal of the College was also present during the examination. At the end of examination, the Principal and other officials advised to students to become the good citizen of the state as well as the nation and elaborated the benefits of C Certificate for their better future prospects. AdiSU condemns assault on DSE

ITANAGAR, Mar 11: While condemning the attack on DSE Tapang Taloh, the Adi Students Union (AdiSU) today appealed the state Govt to issue arms (gun) to all the government officials including in capital dwellers in subsidy rate with immediate effect and to declare 144 CrPC  within the office premises during working hours in order to ensure  safety and security of Govt employees.

“State government has shown incompetent to protect the life and security of people may it be media houses or government officials. Nothing landmark has been achieved to tackle lawlessness in the state so far rather crime and atrocity is growing day by day. 90 percent of threatening, physical assault, humiliation in the offices of state capital goes unreported only because victims no more rely on law enforcing authority,” the AdiSU said in a release.  

“Attack on DSE Tapang Taloh is a slap on the faces of thousand students whom Taloh taught and shown the light of life, and leveling allegation of bribery is serious crime against all those bureaucrats who served the state delicately. AdiSU leadership felt ashamed for those organisations whose leaders are indulging in such shameful act.” AdiSU also appealed the AAPSU to come forward and take drastic action against the members who malign the union’s image.

 

Senior citizen passes away

ITANAGAR, Mar 11: A prominent citizen of Papum Pare district, Taba Tayang, passed away yesterday at GNRC Guwahati. Born on 10th December 1948 at Khunglo village under Toru circle, he was an expert in customary law and also served as gaon burah. Despite himself being a simple villager late Tayang gave best possible education to his children and among eight of his sons,  two of namely  Er Taba Gagung and Advocate Taba Tagum are doing very good in their respective professional life.

The funeral will be held on 13th of this month at his native village and large numbers of people are expected to attend it. Meanwhile Tebw Lappa Welfare Society, the apex body of Tebw brothers, which include Taba clan, has expressed deep sadness over death of an elderly member from their community. Society termed his death as great loss for the people of state and prayed for the peace of departed soul.  Arunachal Intellectual Youth Federation has deeply mourned at death of gaon burah Taba Tayang of  Kunglo village who died on Sunday at GNRC hospital Guwahati after sudden illness. He was expert in customary law and is survived by eight sons and three daughters and a wife.

 

Every man is incomplete without woman: Sonam

ITANAGAR, Mar 11:  “Every man is incomplete without woman, even our world is incomplete without women” said  Jalley Sonam Chairman Arunachal Pradesh Building & Other Construction Workers Welfare Board (APBOCWWB) while attending as chief guest on International Women Day being organized by Tippi Women Welfare Society on Friday at Bhalukpong in West Kameng.

Stressing on importance of the day he said, “It is the day which brings all women around the world together, who often divided by boundaries, ethnic, language and culture.  Sonam encouraged women to take active participation in every field, while citing the country women boxing sensation MC Mary Kom, late astronaut Kalpana Chalwa and former president of India Pratibha Devi Singh Patel as an example of woman emancipation.

He further that increasing of women literacy rate is also good sign of development in the world. He also added that in education field women are seemingly far better than men as in every year, women topped in central board of secondary school examination.

Fights between individual should not be given communal colour

Dear Editor,

This is in response to a letter that appeared in your esteemed newspaper in Reader’s Forum column written by someone called Nomni Pertin, who according to acquaintances a teacher is serving in a government school.

First, the tone of the letter coming from a teacher is surprising. A teacher is supposed to spread bonhomie and imbibe in his/her students a sense of unity and brotherhood amongst members of all communities. Instead Nomni Pertin’s letter smells of a deep sense of hatred that is dormant and may not be visible in the outset. This is a very dangerous sign, especially when harbored by people in the noble profession.

The assault on the School Education Director – a well respected first generation teacher and bureaucrat – is condemnable. Every right thinking citizen, irrespective of the community to which he or she belongs to, condemns it and is univocal in demanding punishment to the culprits. We as sensible citizens must be keep in mind that neither the victim nor the assaulters should be looked upon as members of any particular community. A member of society has been wronged by few miscreants and therefore the law should take action and justice delivered to the victim. Giving the incident a communal colour and provoking the situation through hate speeches and letters in Readers Forums must be avoided. This goes true for all those also who have surprisingly come out in support of the ‘assaulters’. It’s crazy that in this world of civilization an incident of criminal offence has become a major issue with open debates vigorously being participated by members of two groups created out of nowhere! Equally laughable is the warm-heartedness of the media to give the debate ample space in their cramped pages! If wanted, the media could have nipped the issue in the bud by refusing space for prolonged debate after flashing the news of a criminal offence committed and the law coming into action. Sure there are many other important issues and topics to discuss and debate on a public platform.

Several readers through their letters have also taken side to the notion that ‘others’ are not safe in Itanagar or that Itanagar is only for a particular community. My earnest appeal is that if there is any such notion please keeps it to your individual self. Don’t pollute the atmosphere by spreading such hate-mongering thoughts! Capital belongs to all. Ask the majority of the ‘particular community’ you are talking about. Unfortunately, it has become our habit of labeling the whole community for the mischief done by a few members.

Mr Nomni Pertin’s letter also drags the CM into the blame game. This is unfortunate and disgusting. The CM does not belong to a particular community. He is the CM for each and every community of the state. This has been repeatedly asserted by the CM himself and also reading news of his visits and announcements made in almost all districts of the state, I don’t see any reason to call him a CM of this community or that community. In this particular incident where does the CM comes in? Similarly, there is no organization involved in the incident. The incident resulted from an individual case of appointment under compassionate ground of one of the assaulters. This is, as appears from the reports, is purely an individual case of the assaulters who by default happens to be leaders of a particular organization. I hope members of the said organization sees the light of my reasoning and not take the act of law as an insult to their organization. If an offence has been made, no matter who the defaulter is – a leader of an organization or the CM himself – let us allow the law to take action without jumping to conclusions that are framed within cramped walls of our narrow thinking and false self-pride.

While appealing the likes of Nomni Pertin to avoid display of provocative thoughts, all right thinking citizens would also be happy if the media uses its sensibilities in publishing matters that may jeopardize the peace of which we are so proud of. Let us outgrow our narrow mindedness and make Arunachal a better place.

Yes Itanagar belongs to everyone

Dear Editor,

The communal touch given by one Nomni Pertin to unfortunate attack on DSE Tapang Taloh is very bad and it sets a wrong trend. He is trying to say that DSE was attacked because Itanagar belongs to a major tribe and that DSE is not from capital. Well, I belong to Papum Pare district and therefore as per our tribal custom I should have rights over every part of Itanagar as this land was once inhabited my people. When capital came to Itanagar we had no idea what it is to be so-called land donor or resident of capital. It is not our mistake that Government selected Itanagar as capital site at the time when Arunachal became a state. Therefore his letter is very funny. Itanagar belongs to every Arunachalee though it comes under Papum Pare, a predominant Nyishi area.

About Chief Minister, yes he belongs to every Arunachalee. In fact he has visited Siang belt to which Mr Pertin most probably belongs and other parts of state more than his own Papum Pare district. There are many interior areas nearby Itanagar whom he is yet to visit. He seems more concern about whole of state, which is sign of a true leader. Attack on an elderly and fatherly figure like Tapang Taloh is strongly condemned by everyone. I belong to Nyishi tribe but I don’t support all hooligans and goons who create bad image of Nyishi in capital complex by indulging in criminal acts. But we see such kind of goons in every part of state and world. For instance in Pasighat in the last 6 month many murders have taken place including one that of a young Apatani boy. There are bad and good people everywhere but if one only concentrate on bad people, then this world will never move ahead. Mr Nomni Pertin seems to be a school teacher and I expect him to teach humanity to the children. We tribal are less in number and we need to support each other. As per as attackers of Tapang Taloh is concern, I think they are shameless people. Instead of accepting mistakes they are trying to bully the authority by organizing dharna and all. Stop this drama and let law takes its own course of action. If you guys are so confident about corruption in office of school education, then why don’t use RTI and knock the court. One more things though am indigenous citizen of Papum Pare district, I don’t have a single plot of land in capital whereas people from other parts of state has huge palatial bungalows. If we were really so bad people, such things could have never happened. I hope Mr Pertin have got some education about capital with my few words. God bless Arunachal and its beautiful tribal people.

Igniting communal feeling is wrong

Dear Editor,

This is in response to the article published today in the reader’s forum column by one Nomni Pertin of Govt. Secondary School Kongsa, and District Tirap. It is very-very unfortunate for all us that Director School Education has been assaulted by two youths in his office chamber on 8th March, 2013. We also feel that such barbaric act should be not have happened but it is also unfortunate for all of us that whenever anything happen on any person the so called unions, associations, and other well wishers used to shoot blindly and start pouring condemnations without knowing the head and tail of the cases. We must think twice before condemning/ speaking ill against any person. So condemning on others without cross-examination holds not water.

Further I would like to tell the gentlemen that Itanagar is the capital of Arunachal Pradesh and it is no man’s land and everyone has right to dwell and right to work irrespective of caste, creed, sex and religious. CM is elected by the leaders of the 60 MLAs and there is no question that CM is only ours. Meanwhile we do respect and uphold the dignity and image of the people of the every tribe and we have been living co-existence since time immemorial. Hence, there is no question that other tribal officers and officials hail from other district.

Therefore, I would like to request gentleman not to ignite communal feelings which hurts the sentiment of amalgam tribes of the state. At the same time if you have any personal enmities with C M. you must meet him face to face. So dear gentleman please remembers “A spark neglected burnt the house” Thereby, we must respect each other and should not discriminate against other tribes without any valid reason. If any outlaw activities take place then there is law enforcing authorities to book the culprits.

Save Polo Park

Dear Editor,

Through the columns of your esteemed daily I would like to bring to the notice of  the concerned authorities to save Naharlagun –Polo Park from anti-social activities and land encroachers and bring back its lost glory as it was in the past.  As a concern citizen I view that concerned authorities should develop Polo Park into a model park and earn revenue from it, rather than showing lackadaisical attitude. I noticed that there is no proper demarcated boundary wall which is the main reason that lures the dwellers nearby to encroach. Over the years, this has grown into a broad-day light safe haven for the stoner’s and the heart aching fact is that majority of them are juvenile. The trend is likely to further deteriorate if stern actions are not taken against those involved.

I am confident that concerned authorities will awake and arise against the grievances.

Do they sail above law?

Dear Editor,

As a citizen of India I strongly condemn the physical assault on Director of Secondary Education, Tapang Taloh at his office. Whatever is the point of disagreement but our law does not permit anyone the right to hit or slap a citizen. Apart from it, the way wild allegations have been leveled against the victim to distort the truth is really uncalled for. I am neither against any union body nor in favour of any person but my question is if there was any fault on the part of victim then why they have not opted to appeal the court or level a case against him? Do they sail above law? And what is the meaning behind a peaceful Dharna demanding the release of the culprit and the arrest of the person who was mercilessly beaten up in his own office? Stringent punishment were awarded for the attack of a circle officer in Koloriang but I think that was not enough, now it is the time to award a worse one.

Be cautious in publishing

Dear Editor,

This is in response to a letter written by one Mr. Nomni Pertin which was published on Reader’s Forum of your esteemed today. It is very immature on his part to try to communalize the DSE issue, and even more immature of Arunachal Times for entertaining such a communally provocative letter. Such immature comments hurt sentiments of the entire community. I won’t be asking for too much if I say they (Mr. Nomni Pertin and Arunachal Times) owe an apology for hurting the sentiments of the entire Nishi community. However, that’s not what I seek, I just want to request fellow Arunachalees to not to disturb communal harmony due to certain incidents or politics. Hope Arunachal Times will be more cautious next time before entertaining any such anti-communal letters.

Women in politics

A list on the website of the Inter-Parliamentary Union (IPR) reveals that India lags far behind many countries, including neighbours Afghanistan, Bangladesh, Nepal and Pakistan, when it comes to women's participation in politics. India is placed 107th among 139 countries ranked by the world body, slipping by two ranks in the space of a year. India was placed at 105 last year.

With only 60 women in 545 seats in the Lok Sabha (Parliament’s Lower House), women in the House account for 11 per cent while women in the Rajya Sabha (the Upper House) account for 10.6 per cent of its members, says IPR data.

More importantly, the disappointing data from the IPU reveals the frustrating struggle for reserving space in Parliament for women in the world’s largest democracy. Efforts towards reserving 33 per cent of seats in the Lok Sabha, the Lower House in India’s Parliament, have been stalled for want of “consensus” – a euphemism for lack of political will.

This sad picture of women's participation in politics in India has led women activists to demand greater political representation and call for the passage of the proposed law to reserve seats in Parliament for women. Still, the country has introduced quotas on local bodies in villages–a move that will encourage more women to enter politics at the village level.
