CPA is an Association of Commonwealth Parliamentarians, who irrespective of race, religion, or culture are united by community of interest and pursue the adoption of positive ideals of parliamentary democracy.
The Arunachal Pradesh Legislative Assembly passed a resolution on the floor of the house on 25th September 1987 for becoming a member of the Commonwealth Parliamentary Association. Consequently, Arunachal Pradesh Legislative Assembly was admitted as a member of the CPA in January 1988 and has been actively participating in Commonwealth activities. New NESO team vows to continue the struggle
ITANAGAR, Mar 11: The swearing in ceremony of newly elected central executive members of northeast student’s organization (NESO) was held at Hotel Prag continental, Guwahati on 8th of this month. The new chairman Samuel Jyerwa from Meghalaya and Secretary General from Manipur along with all the executive members were sworn in.

The oath of administration was administered by its outgoing Adviser Artex Shimrey from Nagaland. During the consultative meeting, the house unanimously adopted a resolution to continue its earlier 8 points charter of demands of NESO and also to continue its movement.
The NESO has declared sit in Peaceful Dharna at its respective Raj Bhawan of North East States on 25th March. It will be followed by DELHI CHALLO Movement in the first week of April to apprise the central government of various burning issues of region. The important demand which is part of 8 point charter of demand of NESO are repeal of imperative legislation, expedite the ongoing peace process with various rebel group of region and early negotiated settlement, check the infiltration of illegal migrants, special constitution status and separate time zone for north east region along with employments policy for northeast region.

River basin studies have been made mandatory for other major river basins such as Lohit, Siang, Subansiri etc. in Arunachal Pradesh but not for the Dibang river basin.”
It is surprising that the EAC/MoEF have ignored this issue, despite it being an important part of the Form 1 appraised by the EAC/MoEF at the time of examining the project at Scoping stage during which Terms of Reference (ToR) for EIA studies are granted.
Section 9.4 of the Form 1 of the EIA notification requires information related to the following to be filled by the project proponent: "9.4 Have cumulative effects due to proximity to other existing or planned projects with similar effects"
It is shocking that NHPC has filled the answer to this question as “No” when it submitted Form 1. This clearly amounts to deliberate concealment of information as around 17 hydropower projects are planned in the Dibang river basin. Neither did the EAC/MoEF verify the facts before prescribing ToR after supposed careful examination of the application in Form 1, the KICES added. It is absolutely important that a comprehensive cumulative impact assessment study is prescribed for the impacts of multiple hydropower projects and their ancillary activities at the earliest.

The Head of the department of Economics Dr. Vandana Upadhyay welcomed the guests and provided a brief outline of the budget and its importance to the different section of people in the society.
Speaking on the occasion, Prof N C Roy highlighted the sources of revenue and heads of expenditure and talked about the seriousness of the problem posed by the continuing revenue deficit. A legal framework was erected through the enactment of fiscal responsibilities and budget management in 2003, which required the Government of India to create a fiscal condition enabling it to reduce the revenue deficit by 2009 to zero. But the Government could not manage to achieve it.

Strategy to generate employment target
TEZU, Mar 11: A meeting on employment generation following the Chief Minister’s ambitious plan to provide one lakh employment opportunities to the unemployed youth of the state during the 12th five year plan was held in the conference hall of D.C office, Tezu today under the chairmanship of R.K Sharma, Deputy Commissioner, Lohit.
The DC while explaining the purpose of the meeting informed that the Govt. of A.P has constituted the Arunachal Pradesh Employment Generation Council under the chairmanship of Chief secretary of Arunachal Pradesh to generate employment opportunities so as to provide the proposed one lakh job including self employment in govt./PSU/Private sectors during the said five year plan period. He also informed that the govt. has assigned a target of 9000 employments to be generated and provided to the unemployed youths of Lohit district during the entire plan period and 2250 for the next financial year.
The meeting was attended by all the HODs and administrative officers of Lohit district. Most of the HODs participated and spoke on the occasion in respect of their respective departments on employment generations scheme and opportunities including self employment schemes. The meeting resolved that every departments should render a quarterly and half yearly return on job vacancies including self employment to th D.C on or before 7th day of the following month for timely compilation and submission to chief secretary. The D.C also directed the departments that are implementing central and state govt. schemes on employment generation to submit with the schemes, proposal of estimated minimum employment which would be generated if the schemes are implemented and after implementation of the schemes, the actual numbers of employment generated should be notified to him.
He also directed all HoDs to notify job vacancies to the employment exchange, Tezu and even after conducting recruitment and appointment done, the notification is compulsory which should be rendered by all. After hearing comments from various HODs, the DC suggested that a database be created in every department by collecting informations on unemployment from village authorities, youth leaders, institutions imparting training programme on entrepreneurship and skill development activities to extract suitable job seekers as per job requirements. He also suggested that institutions giving such training programme should direct the trainees to get registered in employment exchange so that govt. can assist them in identifying and providing job opportunities.
The ADC, Namsai, K.K Joshi, while participating on the discussion opined that Govt.’s blanket ban on creation of jobs and appointment in govt. depts. in one hand shall open a new vista if the ban is lifted as there shall be many job vacancies in future due to retirement and death etc. The DC suggested the ADC Namsai to conduct a similar meeting with all HODs, PSU and private sector employers of Namsai subdivision. He also suggested the banking authorities to finance more and more individual schemes besides govt. schemes which can generate employment opportunities for the unemployed. DIPRO.

The students had also prepared on a debate keeping “Youth quake” in mind, as that is the theme for this year’s conference. Capital plunges into darkness
ITANAGAR, Mar 11: Except some vital installations in the Capital Complex including hill top of CM’s bungalow, the rest of the Capital plunges into darkness for almost 8 hours following an hour of rain this evening.

BJP calls for Panchayat polls as scheduled
ITANAGAR, Mar 11: The Bharatiya Janata Party (BJP) Arunachal Pradesh today advocated for holding of Panchayati Raj election 2013 as per scheduled in the state in order to strengthen the grass root level democracy.
In its extended executive body meeting held its party headquarter here, the BJP said “the party sees no reason to postpone/defer the Panchayati Raj elections. Any steps to postpone or defer Panchayat election in the pretext of poor fiscal situation will have disastrous effects and leads to deprivation of people’s participation in the decentralization of democracy which is not acceptable to the party, the BJP said.
The meeting presided over by BJP state president Tai Tagak also gave emphasis on strengthening the party organization at grass root level in time bound manner and reach out to the people at grass root level.
Army renovates Doji Suspension Bridge
AALO, Mar 11: A damaged 50 meters suspension bridge was repaired, renovated and inaugurated amidst huge fanfare here by Brigadier Ajai Verma, Commander of Army Garrison, Aalo and handed over to people of Doje.
The bridge was damaged last year due to incessant rains that had lashed the area thereby breaking the communication link of the village with other areas.

PASIGHAT, Mar 11: Make judicious use of the available water and close water tap when not in use, appealed the PHED, Pasighat. The PHED sources today admitted that due to drying up of water sources, consumers at the tail end points of water pipe lines are not getting water rightly in and around the Pasighat township.
The department claimed that they are trying their best to distribute water through tankers (one departmental and another two from CHF and GREF) in the water scared colonies to mitigate the needs of the consumers but it may insufficient for the densely populated town like Pasighat. The release also said the PHED engineers are putting best efforts to bring normalcy developing the present system and appealed all the consumers to make judicious use of the available water and close water tap when not in use.
The department in a release further added that drilling/boaring at Lower Banskota area is already started. Estimate for Lift Water Supply System, planned for various places have already been submitted to government for approval and sanction.

ITANAGAR, Mar 11: The Environmental Protection Society (EPS) today organised the first tree plantation programme for the year 2013. The Society members planted about 300 saplings of various varieties of pine and Fir trees within the Circuit house campus at Tawang.
Inaugurating the programme Tawang deputy commissioner Abhishek Dev encouraged the Society to carry more such plantation programme in the district and he also assured all possible help from his side. Brigadier J S Raj Purohit, 190 Mtn Brigade Tawang also expressed his happiness over the role of the Society and assured help of the Army in future. Among others, SP SN Mosobi, ITBP DC Surendhar Singh, and Tawang DFO participated in tree plantation programme. ITANAGAR, Mar 11: The International Women Day was observed with a theme protection of women from domestic violence and training programe cum exhibition stall on 7th to 8th March at Koloriang in Kurung Kumey district being jointly organized by department of Integrated Child Development Scheme and All Arunachal Pradesh Women Welfare Society. In his address, deputy commissioner of district Rajeev Takuk called upon the people to shun violence against women and support them for their good cause. Various women self help group in the district participated at the training programe. During the training district horticulture officer H R Singh presented power point presentation on kitchen gardening, ginger farming, banana, cardamom and orange. The bank linkage part of self help group was also imparted by senior SBI accountant Remo Kamdak.
NCC ‘C’ certificate exam conductes at JNC
PASIGHAT, Mar 11: NCC "C" Certificate Exam was conducted successfully at J N College Pasighat on Sunday last, informed Lieutenant (Dr) K.K.Mishra, ANO NCC SD Coy, J N College Pasighat.
Dr. Mishra stated that NCC activities have been intensified at J N College and due to which 21 SD and 9 SW cadets could appear in this examination. To maintain the sanctity of the examination the DTE NCC NER Shillong has appointed Col M Rath, Group Commander, Group HQ Tezpur to supervise the examination and practical of the said certificate exam.
Tayek Talom, the Principal of the College was also present during the examination. At the end of examination, the Principal and other officials advised to students to become the good citizen of the state as well as the nation and elaborated the benefits of C Certificate for their better future prospects. AdiSU condemns assault on DSE
ITANAGAR, Mar 11: While condemning the attack on DSE Tapang Taloh, the Adi Students Union (AdiSU) today appealed the state Govt to issue arms (gun) to all the government officials including in capital dwellers in subsidy rate with immediate effect and to declare 144 CrPC within the office premises during working hours in order to ensure safety and security of Govt employees.
“State government has shown incompetent to protect the life and security of people may it be media houses or government officials. Nothing landmark has been achieved to tackle lawlessness in the state so far rather crime and atrocity is growing day by day. 90 percent of threatening, physical assault, humiliation in the offices of state capital goes unreported only because victims no more rely on law enforcing authority,” the AdiSU said in a release.
“Attack on DSE Tapang Taloh is a slap on the faces of thousand students whom Taloh taught and shown the light of life, and leveling allegation of bribery is serious crime against all those bureaucrats who served the state delicately. AdiSU leadership felt ashamed for those organisations whose leaders are indulging in such shameful act.” AdiSU also appealed the AAPSU to come forward and take drastic action against the members who malign the union’s image.
ITANAGAR, Mar 11: A prominent citizen of Papum Pare district, Taba Tayang, passed away yesterday at GNRC Guwahati. Born on 10th December 1948 at Khunglo village under Toru circle, he was an expert in customary law and also served as gaon burah. Despite himself being a simple villager late Tayang gave best possible education to his children and among eight of his sons, two of namely Er Taba Gagung and Advocate Taba Tagum are doing very good in their respective professional life.
The funeral will be held on 13th of this month at his native village and large numbers of people are expected to attend it. Meanwhile Tebw Lappa Welfare Society, the apex body of Tebw brothers, which include Taba clan, has expressed deep sadness over death of an elderly member from their community. Society termed his death as great loss for the people of state and prayed for the peace of departed soul. Arunachal Intellectual Youth Federation has deeply mourned at death of gaon burah Taba Tayang of Kunglo village who died on Sunday at GNRC hospital Guwahati after sudden illness. He was expert in customary law and is survived by eight sons and three daughters and a wife.
Every man is incomplete without woman: Sonam
ITANAGAR, Mar 11: “Every man is incomplete without woman, even our world is incomplete without women” said Jalley Sonam Chairman Arunachal Pradesh Building & Other Construction Workers Welfare Board (APBOCWWB) while attending as chief guest on International Women Day being organized by Tippi Women Welfare Society on Friday at Bhalukpong in West Kameng.
Stressing on importance of the day he said, “It is the day which brings all women around the world together, who often divided by boundaries, ethnic, language and culture. Sonam encouraged women to take active participation in every field, while citing the country women boxing sensation MC Mary Kom, late astronaut Kalpana Chalwa and former president of India Pratibha Devi Singh Patel as an example of woman emancipation.
He further that increasing of women literacy rate is also good sign of development in the world. He also added that in education field women are seemingly far better than men as in every year, women topped in central board of secondary school examination.

Fights between individual should not be given communal colour
Dear Editor,
This is in response to a letter that appeared in your esteemed newspaper in Reader’s Forum column written by someone called Nomni Pertin, who according to acquaintances a teacher is serving in a government school.
First, the tone of the letter coming from a teacher is surprising. A teacher is supposed to spread bonhomie and imbibe in his/her students a sense of unity and brotherhood amongst members of all communities. Instead Nomni Pertin’s letter smells of a deep sense of hatred that is dormant and may not be visible in the outset. This is a very dangerous sign, especially when harbored by people in the noble profession.
The assault on the School Education Director – a well respected first generation
teacher and bureaucrat – is condemnable. Every right thinking citizen, irrespective
of the community to which he or she belongs to, condemns it and is univocal in demanding
punishment to the culprits. We as sensible citizens must be keep in mind that neither
the victim nor the assaulters should be looked upon as members of any particular
community. A member of society has been wronged by few miscreants and therefore the
law should take action and justice delivered to the victim. Giving the incident a
communal colour and provoking the situation through hate speeches and letters in
Readers Forums must be avoided. This goes true for all those also who have surprisingly
come out in support of the ‘assaulters’. It’s crazy that in this world of civilization
an incident of criminal offence has become a major issue with open debates vigorously
being participated by members of two groups created out of nowhere! Equally laughable
is the warm-
Several readers through their letters have also taken side to the notion that ‘others’
are not safe in Itanagar or that Itanagar is only for a particular community. My
earnest appeal is that if there is any such notion please keeps it to your individual
self. Don’t pollute the atmosphere by spreading such hate-
Mr Nomni Pertin’s letter also drags the CM into the blame game. This is unfortunate
and disgusting. The CM does not belong to a particular community. He is the CM for
each and every community of the state. This has been repeatedly asserted by the CM
himself and also reading news of his visits and announcements made in almost all
districts of the state, I don’t see any reason to call him a CM of this community
or that community. In this particular incident where does the CM comes in? Similarly,
there is no organization involved in the incident. The incident resulted from an
individual case of appointment under compassionate ground of one of the assaulters.
This is, as appears from the reports, is purely an individual case of the assaulters
who by default happens to be leaders of a particular organization. I hope members
of the said organization sees the light of my reasoning and not take the act of law
as an insult to their organization. If an offence has been made, no matter who the
defaulter is – a leader of an organization or the CM himself – let us allow the law
to take action without jumping to conclusions that are framed within cramped walls
of our narrow thinking and false self-
While appealing the likes of Nomni Pertin to avoid display of provocative thoughts, all right thinking citizens would also be happy if the media uses its sensibilities in publishing matters that may jeopardize the peace of which we are so proud of. Let us outgrow our narrow mindedness and make Arunachal a better place.

Yes Itanagar belongs to everyone

The communal touch given by one Nomni Pertin to unfortunate attack on DSE Tapang
Taloh is very bad and it sets a wrong trend. He is trying to say that DSE was attacked
because Itanagar belongs to a major tribe and that DSE is not from capital. Well,
I belong to Papum Pare district and therefore as per our tribal custom I should have
rights over every part of Itanagar as this land was once inhabited my people. When
capital came to Itanagar we had no idea what it is to be so-
About Chief Minister, yes he belongs to every Arunachalee. In fact he has visited Siang belt to which Mr Pertin most probably belongs and other parts of state more than his own Papum Pare district. There are many interior areas nearby Itanagar whom he is yet to visit. He seems more concern about whole of state, which is sign of a true leader. Attack on an elderly and fatherly figure like Tapang Taloh is strongly condemned by everyone. I belong to Nyishi tribe but I don’t support all hooligans and goons who create bad image of Nyishi in capital complex by indulging in criminal acts. But we see such kind of goons in every part of state and world. For instance in Pasighat in the last 6 month many murders have taken place including one that of a young Apatani boy. There are bad and good people everywhere but if one only concentrate on bad people, then this world will never move ahead. Mr Nomni Pertin seems to be a school teacher and I expect him to teach humanity to the children. We tribal are less in number and we need to support each other. As per as attackers of Tapang Taloh is concern, I think they are shameless people. Instead of accepting mistakes they are trying to bully the authority by organizing dharna and all. Stop this drama and let law takes its own course of action. If you guys are so confident about corruption in office of school education, then why don’t use RTI and knock the court. One more things though am indigenous citizen of Papum Pare district, I don’t have a single plot of land in capital whereas people from other parts of state has huge palatial bungalows. If we were really so bad people, such things could have never happened. I hope Mr Pertin have got some education about capital with my few words. God bless Arunachal and its beautiful tribal people.

Therefore, I would like to request gentleman not to ignite communal feelings which hurts the sentiment of amalgam tribes of the state. At the same time if you have any personal enmities with C M. you must meet him face to face. So dear gentleman please remembers “A spark neglected burnt the house” Thereby, we must respect each other and should not discriminate against other tribes without any valid reason. If any outlaw activities take place then there is law enforcing authorities to book the culprits.

Do they sail above law?
Dear Editor,
As a citizen of India I strongly condemn the physical assault on Director of Secondary Education, Tapang Taloh at his office. Whatever is the point of disagreement but our law does not permit anyone the right to hit or slap a citizen. Apart from it, the way wild allegations have been leveled against the victim to distort the truth is really uncalled for. I am neither against any union body nor in favour of any person but my question is if there was any fault on the part of victim then why they have not opted to appeal the court or level a case against him? Do they sail above law? And what is the meaning behind a peaceful Dharna demanding the release of the culprit and the arrest of the person who was mercilessly beaten up in his own office? Stringent punishment were awarded for the attack of a circle officer in Koloriang but I think that was not enough, now it is the time to award a worse one.

Dear Editor,
This is in response to a letter written by one Mr. Nomni Pertin which was published
on Reader’s Forum of your esteemed today. It is very immature on his part to try
to communalize the DSE issue, and even more immature of Arunachal Times for entertaining
such a communally provocative letter. Such immature comments hurt sentiments of the
entire community. I won’t be asking for too much if I say they (Mr. Nomni Pertin
and Arunachal Times) owe an apology for hurting the sentiments of the entire Nishi
community. However, that’s not what I seek, I just want to request fellow Arunachalees
to not to disturb communal harmony due to certain incidents or politics. Hope Arunachal
Times will be more cautious next time before entertaining any such anti-

With only 60 women in 545 seats in the Lok Sabha (Parliament’s Lower House), women in the House account for 11 per cent while women in the Rajya Sabha (the Upper House) account for 10.6 per cent of its members, says IPR data.
More importantly, the disappointing data from the IPU reveals the frustrating struggle for reserving space in Parliament for women in the world’s largest democracy. Efforts towards reserving 33 per cent of seats in the Lok Sabha, the Lower House in India’s Parliament, have been stalled for want of “consensus” – a euphemism for lack of political will.
This sad picture of women's participation in politics in India has led women activists to demand greater political representation and call for the passage of the proposed law to reserve seats in Parliament for women. Still, the country has introduced quotas on local bodies in villages–a move that will encourage more women to enter politics at the village level.
